I. The History of the Center for Asian Studies

The predecessor of National Taipei University was the College of Law and Business, founded in Taipei in 1950. Fifty years later, in 2000, the College of Law and Business, Chung Hsing University, through a five-stage process of development, became National Taipei University (NTPU). And now, in 2011, National Taipei University has a history of over sixty years of professional education, with graduates in finance, economics, law, and public administration, who have made significant contributions to government agencies, the judiciary, and in entrepreneurship. A significant part of this educational tradition is NTPU’s Center for Asian Studies, founded by university alumnus Mr. Hsieh Shih-Tsang and recognized at the NTPU Senate’s 17th meeting on November 18, 2005. At the initial Committee of Consultation meeting on May 8, 2006, the well-known alumnus Mr. Chiang Pin-Kung was elected committee chairman. And the Center for Asian Studies has been growing ever since.  

 

II. The Mission of the Center for Asian Studies

An integral part of the mission of the Center for Asian Studies is to study both the theoretical and practical issues involved in Asian cultural, economic, social, and juridical issues. The Center provides advisory services and is devoted to promoting both scholarship and entrepreneurship inland and abroad. Also, the Center assists companies in conducting studies on investment and business operations. On a regular basis the Center publishes its research findings, develops its database systems, and promotes activities related to Asian cultural, economic, social, and juridical issues.  

 

With a research team and the support of resources both within and outside NTPU, the Center for Asian Studies focuses on significant issues both inland and abroad. Based on its research results, the Center works with companies to help them grow and provides policy-making consultations to governments. The Center’s mission is to provide support for companies, to foster excellent human resources, and to provide consultations to government policy makers.

 

III. The Center’s Major Areas of Focus

The major areas of the Center’s focus include:

A. Research

1.      To plan and implement self-supporting projects

2.      To continue developing the Center’s website and to provide support to Taiwanese companies both in China and in Asia and also to the inland and overseas research institutes with information on trade and economic issues

3.      To compile contact information on Taiwanese companies in Asia

4.      To establish a research and information exchange platform for Taiwanese companies in exploring Asian markets

5.      To collect and analyze data on investment environments in Southeast Asia and in China

6.      To compile the investment opinions of Taiwanese businessmen involved in investment activities in Southeast Asia and in China

7.      To initiate case studies

B. Publications

1.      To publish a white paper on Taiwanese companies in China and in Southeast Asia

2.      To publish reports on business disputes between Taiwanese, Chinese, and Southeast Asian companies

3.      To publish research reports on the investment environments both in China and in Southeast Asia

C. Conferences and Seminars

1.      To hold conferences on the Taiwan-China relationship

2.      To hold conferences on entrepreneurial-related economic and trade policies and issues

3.      To hold Mr. Chiang Pin-Kung’s Lecture Series

E. Commissioned Projects

1.      Create and develop training programs and advisory cases commissioned by the government and private companies

2.      To create and develop research projects on business disputes and solutions between Taiwanese and Chinese companies commissioned by the Straits Exchange Foundation

3.      To apply for projects involving industrial technology innovation subsidized by The Ministry of Economic Affairs, and to strengthen cooperation between industries and research institutes

IV. Seminar Activities, Research Results, and Ongoing Projects

NTPU’s Center for Asian Studies has held thirteen seminars, implemented nine projects, and has organized the awards ceremony for Mr. Chiang Pin-Kung’s Prize for active exchange between Taiwan and China and the presentation of grants for excellent dissertations on cross-strait relations, a four-year project commissioned by Straits Economics & Cultural Interchange Association.

V. Organization

The mission of the Center for Asian Studies is to pursue the study of Asian cultural, economic, social, and juridical issues, to provide an advisory service for governments and corporations, and to support academic institutes.

 

The seven-member Committee of Consultation is responsible for soliciting donations, establishing an operations guideline and research orientation, analyzing research results and annual financial statements, creating an annual plan, and for reviewing employee-related matters. Each committee resolution should be by majority vote.

 

The Center for Asian Studies can appoint well-known figures in the community as honorary consultants. Candidates for these consultant positions should be nominated by the Committee of Consultation chairman, approved by the committee members, and then appointed by both the NTPU president and the Committee of Consultation chairman. Each honorary consultant position is for one year with the possibility of renewal. And although these positions are unpaid, honorary consultants can receive compensation for attending meetings.

 

The Director of the Center for Asian Studies is responsible for the Center’s management. Candidates for the director position should be nominated by either the Committee of Consultation chairman, the NTPU president, or by the Center’s founder, approved by the committee members, and then appointed by the NTPU president. The director position is for two years with the possibility of renewal.

 

The Center’s full-time and part-time research fellows are nominated by the Center’s director, approved by the Committee of Consultation, and then appointed by NTPU’s president. The full-time research fellows either are research professors, associate researchers, assistant researchers, or postdoctoral researchers. Additionally, research assistants can be recruited to assist in research projects.
