The College of Public Affairs is the pioneer in our country streamlined to the instruction and research on public affairs. It is made up of eight units:

  • the Department of Public Administration & Policy,
  • the Department of Public Finance,
  • the Department of Land Economics & Administration,
  • the Graduate Institute of Urban Planning,
  • the Graduate Institute of Natural Resource Management,
  • the Graduate Institute of World and Across-the-Strait Affairs, and
  • the Research Center for Election Studies and Research Center for Land Management & Technology.
 
All the said units lay equal emphasis on classroom instruction and research endeavors. The educational mission is to nurture adept human resources for public administration in Taiwan. On the other hand, the research focus lies in providing government agencies of all levels with approaches to meet the demands of ongoing affairs. Specialized, time-bound courses are also offered to the general public or the government officials for further study, which is geared towards realizing the national policy of lifelong education. The alumni from the college have done a good job in the government offices and have won a high reputation owing to their contribution.
   
Department of Public Administration and Policy

The focal areas of this department are Public Administration and Policy Planning.

In the area of public administration: Much has been done on positively working to train leaders, in doing analytical evaluation on the government policies, on enriching the civilian warehouse of wisdom, and in strengthening the administrative innovation based on the local demands.

In the area of public policy planning: The focus is on the integration with scientific fields and on a more interactive communication with the international community and Mainland China.

  Department of Real Estate and Built Environment

The ultimate purpose of this department is to encourage more people and to train potential managers to specialize in administrative and planning work on rural and urban land affairs and on real estate operation.

The Department includes four areas, namely Land Administration and Management (LAM), Real Estate Management (REM), Built Environment Planning (BEP) and Information Technology¡]IT¡^.

Along with changing socioeconomic conditions, coupled with the intention to enhance its competitiveness, the department was renamed to ¡§Real Estate & Built Environment¡¨ in August of 2004. Currently, it accommodates 120 freshman undergraduate students in two regular classes (expanded from one class in 1992) while 60 in a night class (since 1961) each year. In addition, it attracts 20 masters students (since 2000) and three doctoral students¡]since 2006¡^each year. Totaling to about 800 students in the department. Teaching quality is ensured by recruiting excellent faculty members, most of whom possessing have PhD degrees.

The Department also set up the Land Administration Data Center to monitor the development of the real estate evaluation and the land information industries. This has helped in providing financial services and professional training required to meet the development trends in the job market and demands of related research.

  Department of Public Finance

The Department of Public Finance aims to respond to rapid societal change by incorporating itself as an educational institution tasked to prepare its students for roles in the field. The prevailing research areas are on Localization, Internationalization, and Globalization. The department works on the efficient allocation of resources, the intelligent planning of the fiscal system, and the empirical analysis and assessment of fiscal policies.

  Graduate Institute of Urban Planning

M.A. and Ph.D programs are currently available in the Graduate Institute of Urban Planning.

The M.A. program was set up in 1968, with special emphasis on the analysis and planning of urban and regional development. The curriculum¡¦s training methodology, which includes specialized planning studio courses, enables all the graduate students to balance theoretical learning and actual practice.

The Ph.D program was later established in 1992. It trains its students to map out themes, to understand more advanced theories, and, consequently, to become independent researchers. The philosophies highlighted by the institute are mainly on urban and regional development.

  Graduate Institute of Natural Resource Management

Recognizing the pressing need to pursue a sustainable path towards better economic development alongside the consideration of ecological balance, the Institute of Natural Resource Management was established in 1993. It seeks to provide interdisciplinary trainings in understanding the scientific, economic, and ecological aspects of natural resources and environmental management. Its members, faculty and graduate students alike, have been working vigorously in search of potential resolutions to the global environmental issues, as well as, to furnish appropriate knowledge to balance economic development and environmental protection on the national level.

Ultimately, the Institute commissions itself to promote human life quality, to consolidate resource conservation, and to enhance the efficiency and equity of the allocation of natural resources.

  Research Center for Public Opinion and Election Studies

The Research Center for Public Opinion and Election Studies, which was founded in 1997, is made up of the following focal sections of study: Election Systems & Behaviors, Policy, Public Survey, and General Affairs. These sections routinely take charge of relevant academic exchange activities, publications, research projects, and the general administrative affairs. Additionally, they are concurrently involved in more specific issues, such as, election problems at home and abroad, the collection and study of election laws and behaviors, election-related policies, and the study and analysis of public survey.

  Center for Land Management and Technology

Founded in 1992, the Center for Land Management and Technology aims to improve the land usage and the general physical environment in Taiwan. The Center will feature a Planning Support for Complex Spatial Systems laboratory, which will engage more researchers and scholars (full-time or part-time). It has also been publishing technical documents on a wide range of issues regarding land development and holding educational training seminars on more interactive land management schemes.
