The College of Public Affairs is the pioneering college
in our country uniquely devoted to the instruction and research on
public affairs. The College is made up of a total of eight units:
Department of Public Administration & Policy, Department of Public
Finance, Department of Land Economics & Administration, Graduate
Institute of Urban Planning, Graduate Institute of Natural Resource
Management, Graduate Institute of World and Across-the-Strait Affairs
(which will soon enroll students in the 2002 academic year), Research
Center for Election Studies and Research Center for Land Management
& Technology. In brief, the College is the best domestic college
for public affairs with a full list of departments and graduate institutes.
All the units in the College lay equal emphasis to teaching and
researches. The educational mission is so set as to match theories
and realities and to nurture useful human resources of public administration
for our country. The research focus lies in providing government
agencies of all levels with approaches to meet the urgent change
and competition. Many other classes and courses are also offered
to the general public or the government officials for further study-a
first step to realize the national policy of lifelong education.
The alumni from the departments of the College have done a good
job in the government offices and have won a high reputation owing
to their contribution.

Department of Public Administration
and Policy |
|
Public administration and policy planning are two main
streams in the department:
In the area of public administration: We have been positively working
on the training of leaders in communalism and administration, doing
analytical evaluation on the government policies and enriching the
civilian warehouse of wisdom and strengthening the administrative
innovation based on the local demands.
In the area of public policy planning: We focus on the integration
of scientific fields and urge more interaction from the international
community and Mainland China. We have working our best to perform
continuing education, rendering our philosophy of social service by
the policy planning. |

Department of Real Estate and Built Environment |
|
The ultimate purpose of this Department is to encourage more people to specialize in administrative and planning work on land affairs, with the major objective of training management talent in rural and urban planning and in real estate operation. The Department also set up a land administration data center to coordinate the booming development of real estate evaluation and the land information industry as well as to keep up with ongoing social changes .This has helped the fostering of land information and evaluation, as well as that of the financial services and the professional training required to meet the development trends in the job market and demands of related research.
In the light of changing socioeconomic conditions, coupled with the intention to enhance its competitiveness, the Department was renamed as ¡§Real Estate & Built Environment¡¨ in August of 2004.Currently the Department accommodates 120 freshman undergraduate students in two regular classes (expanded from one class in 1992) while 60 in a night class (since 1961) each year. In addition, the Department attracts 20 masters students (since 2000) and three doctoral students¡]since 2006¡^each year. Totally, there are about 800 students in this Department. Although most faculty members have PhD degrees, we are recruiting excellent ones to promote the quality of teaching and research. The Department includes four areas, namely Land Administration and Management (LAM), Real Estate Management (REM), Built Environment Planning (BEP) and Information Technology¡]IT¡^. |

Department of Public Finance |
|
The establishment of Department of Public Finance is
in response to the rapid change of our society and the future need
of national development. Taking into consideration the role the govement
should play and the responsibility an educational institution should
take, the department puts the equal emphasis on the teaching and research.
The researches are directed to such themes as "localization",
"Internationalization", and "Globalization". Under
the guidance of inter-discipline, the department works on the efficiency
allocation of resources, the planning of fiscal system and the empirical
analysis and assessment of fiscal policy. |

Graduate Institute of Urban
Planning |
|
Currently available in the Graduate Institute of Urban
Planning are M.A. and Ph.D programs. The M.A. program is set up early
in 1968, with special emphasis on the analysis and planning of urban
and regional development. The curricula consist of both fundamental
theories and professional courses. The training of methodology-as
well as specialized planning studio courses-also plays a very important
role, which enables all the graduate students to balance theoretical
learning and actual practice. The Ph.D program is set up in 1992,
with the curricula highlighting the related philosophical researches
on urban and regional development. Graduate students in the Ph.D program
are trained to map out themes, to study more advanced theories and
to be excellent researchers. |

Graduate Institute of Natural
Resource Management |
|
Recognizing the pressing need to pursue sustainable path
of economic development with the consideration of ecological balance,
the Institute of Natural Resource Management was established in 1993,
seeking to provide interdisciplinary trainings in understanding scientific,
economic and ecological aspects of natural resources and environmental
management. All of the faculty and graduate students in the Institute
have been working vigorously in search of the potential resolutions
to the global environmental issues, as well as to furnish the knowledge
for balancing economic development and environmental protection in
the national level. Ultimately, the Institute commissions itself
to promote human life quality, to consolidate resource conservation,
and to enhance the efficiency and equity of the allocation of natural
resources. |

Research
Center for Public Opinion and Election Studies |
|
The Research Center for Election Studies, founded in
1997, is made up of the following sections with different focus on
the Study of Election Systems & Behaviors, Policy Study, Public
Survey and General Affairs. We have been working on such themes as:
the election problems at home and abroad, the collection and study
of election laws and behaviors, election-related policies, and the
study and analysis of public survey. We are also in charge of routine
work like academic exchange, publications, acceptance of research
projects and the general administrative affairs. |

Center
for Land Management and Technology |
|
Founded in 1992, the Center for Land Management and Technology
aims to improve the land uses and physical environments in the area
of Taiwan. The Center will feature a unique Lab on Planning Support
Systems for Complex Spatial Systems. We are inviting more researchers
and scholars-full-time or part-time-to join us. The Center has been
publishing widely in various issues concerning land development, papers
and technical reports. We also hold educational training seminars
on the topic of land management and technology so as to become more
interactive with the society. |
